The UNDAF 2017-2021 was developed in a participatory manner based on national development priorities, the comparative advantages of the United Nations system, and the lessons learned from the evaluation of the UNDAF 2012-2016. It is a joint response by the Government of Morocco, the United Nations system and relevant partners to address the issues of  inequality, inequity and vulnerability. The priorities and results are based on the principles enshrined in the 2011 Constitution, as well as on the universal values of human rights, gender equality and equity.

The UNDAF has integrated the principles of sustainability, inclusion and resilience as set out in the 2030 Agenda for Sustainable Development, as well as the Sustainable Development Goals that are most in line with national priorities. It includes six (6) outcomes, the achievement of which requires the mobilization and orientation of financial resources to the priority areas and regions, ensuring that the necessary skills to achieve them are available in an efficient and sustainable manner.
