CONCEPT NOTE for Korea’s 2018 GPEDC Learning and Accelerating Programme The purpose of this note is to provide a brief summary of the Global Partnership for Effective Development Cooperation (GPEDC) and 2018 Korea’s Learning and Accelerating Programme (LAP). It will also outline key objectives of the 2018 learning and peer-to-peer information-sharing event, which is organised by Korea International Cooperation Agency (KOICA) in cooperation with the UNDP Seoul Policy Centre and held at the KOICA headquarters in Seongnam City, South Korea, from November 12 to 15, 2018. Background: Korea GPEDC Learning and Accelerating Programme In 2011, South Korea hosted the Fourth High-Level Forum on Aid Effectiveness in Busan, which led to the establishment of its Global Partnership for Effective Development Co-operation (GPEDC). Preceding the Busan Forum, a series of international meetings were organized in recognition that donors and developing countries alike (along with other stakeholders) need to improve measurable results and mutual accountability in development cooperation. In 2014, the Government of the Republic of Korea launched the Busan Global Partnership Forum in order to show its commitment to supporting the implementation of the Busan principles at the country level and sustaining the ambitions of the GPEDC.

The Forum brings together governments, bilateral and multilateral organisations, civil society and the private sector to assess the status of GPEDC implementation, address key challenges and exchange information regarding practical solutions. The GPEDC Learning and Accelerating Programme (LAP) was created alongside the Annual Forum1 to meet countries’ demand for training in selected areas related to GPEDC implementation. In this way, LAP provides a platform and venue for participants of developing country to share experiences on their GPEDC implementation and engage in in-depth discussions on challenges and potentials solutions. A total of three sessions have been organized annually (2014, 2015 and 2016) thus far.
