Development partners are governments that provide development co-operation, multilateral organisations, international financial institutions, bilateral development finance institutions and philanthropic organisations. As they usually supply financial means for the implementation of projects and programmes, they set standards of partnerships through their own corporate rules. Development partners have a much broader normative role, by supporting the development of policies and enabling environments at the national and local levels and the inclusion of relevant actors in projects and programmes.
