Ahead of the seventh edition of the Busan Partnership Forum, the Global Partnership’s Steering Committee convened on 4 December 2023 in Seoul for the 26th Steering Committee Meeting. This was the first time that the Committee has met in person since 2019.  Committee Members welcomed the successful rollout of the 4th GPEDC Monitoring Round, deliberated on priority actions for implementing the 2023-26 Work Programme in 2024, and explored resourcing issues for the work of the Partnership. 

 

The GPEDC Co-Chairs opened the meeting by emphasizing the importance of a strong coalition of diverse actors to ensure inclusive participation in the 4th Monitoring Round and follow-up actions leading to behaviour change at country level. With 53 countries having already officially confirmed that they will undertake the monitoring, H.E. Ms. Suminwa Tuluka, Minister of Planning of the Democratic Republic of the Congo, highlighted the importance of Steering Committee members acting as development effectiveness champions for their constituencies so that all partners actively engage and support the uptake and rollout of the monitoring exercise at country level. 

 

H.E. Mr. Bogat Widyatmoko, Deputy Minister for Political Affairs of Indonesia also announced that Indonesia will host a High-Level Forum on Multi-stakeholder Partnerships in July 2024, which will serve as the next opportunity following the 2022 Effective Development Co-operation Summit in Geneva and the 2023 Busan Global Partnership Forum and other strategic upcoming events including the Summit of Future in 2024 and the 4th International Conference on Financing for Development in 2025. 

 

Building on insights from the rollout of the monitoring, the Steering Committee agreed on priority actions to best support dialogue and action at country level. The Steering Committee discussed members’ upcoming activities to harness strategic partnerships across the various constituencies represented in the Global Partnership and drive political buy-in and advocacy around the monitoring at all levels.  

 

The Steering Committee also addressed the resourcing needs of the Global Partnership. Members discussed the importance of predictable, multi-year resourcing and a broadened resourcing base for successful implementation of the work programme, and how to secure resourcing for all four layers of work – country-level action, JST core functions, member-led activities at regional and global levels, and member-led thematic activities. They agreed to convene a second GPEDC Resourcing Committee meeting in Q1 of 2024 to further discuss long-term funding. 

 

Finally, the UN Development Coordination Office was welcomed to the Steering Committee, and will be representing the UN development system, a function supported by UNDP since the Partnership’s inception in 2012.
